Sand Harbor State Park Master Plan Design: Request for Qualifications

The Nevada Division of State Parks (NDSP) is soliciting statements of interest and qualifications from multi-disciplinary design firms for the design of park-wide improvements developed in the Sand Harbor State Park Master Plan, 2025. Eligible firms under Nevada Administrative Code (NAC) 333.150 are encouraged to submit their team’s qualifications. When building a team for this project, the leader of a project team (contractor holder) must meet the requirements of NAC 333.150.

NDSP is looking for a firm/project team that can take the project elements from the developed master plan through programming to the 30% design phase. Design of the Sand Harbor Master Plan elements to 30% needs to be completed by March 2027. Our intent is to evaluate the project at the 30% design phase to select elements to move forward in the proceeding design phase.

Project elements are based on the Improvement Recommendations identified in the Sand Harbor State Park Master Plan, 2025 which can be downloaded from the following link https://parks.nv.gov/uploads/documents/Sand_Harbor_MP_251204.pdf. Elements selected from the Sand Harbor State Park Master Plan, 2025 for inclusion in this design effort include:

  • Reconfiguring the park entrance and fee booths
  • Moving/restructuring the pedestrian circulation and parking areas inside the park
  • Mapping existing utilities including electrical, sewer, and water to provide the basis for utility upgrades
  • Identification of viable locations for the placement of residential structures within the housing area designated in the Sand Harbor State Park Master Plan, 2025 (no design work to be completed)
  • Redesign and replacement of the existing maintenance facility and maintenance yard
  • Expanded Visitor Center and restaurant
  • Redesign of the Sandy Point Trail and viewpoints (no interpretation elements)
  • South Beach Plaza, parking and concession building
  • Non-motorized boat ramp
  • Transit drop off and Visitor Center Plaza
  • Boat launch queue, inspection booth, and parking area
  • Staff/emergency entrance/exits
  • Rerouting of the northern portion of the East Shore Trail through Sand Harbor State Park to direct visitors through the new park entry. This element includes the new restroom, drinking fountain and bike parking area.

Sand Harbor State Park Master Plan, 2025 elements excluded from this design effort include Hidden Beach Improvements, Memorial Point Improvements, southern portion of the East Shore Trail within Sand Harbor State Park, East Shore Trail underpass, kayak staging, and new 12-stall restrooms near the Visitor Center and the motorized boat ramp extension.

Proposed Project Selection Timeline

  • January 7, 2026– RFQ released to the publi
  • January 27, 2026 – RFQ package due (digitally) to NDSP
  • February 2-6, 2026 – NDSP to hold interviews (invite only)
  • February 20, 2026– Final proposal/budget due to NDSP
  • April 14, 2026 – Nevada BOE meeting to approve contract; Design starts.

Prospective firms are requested to submit a letter of interest and a statement of qualifications to e.kingsland@parks.nv.gov by 5:00pm on Thursday, January 27, 2026

The letter of interest should be simple, 1-2 pages, and cover who you are and why your firm should be selected.

The statement of qualifications should be a maximum of ten, 8.5x11” pages and should include:

  1. Key Personnel: List of personnel that would be assigned to the project, with a summary of qualifications, experience with similar projects, and ability to meet the timelines set for this project.
  2. Similar Work: Brief description of similar projects completed by your firm, scope of work contracted, personnel involved, design approach, and role of individuals involved.
  3. Work in the Tahoe Basin: Brief description of projects completed by your firm within the Lake Tahoe Basin, scope of work contracted, personnel involved, and role of individuals involved. Experience working in the Tahoe Basin is highly preferred but not required.
  4. References: List of client contacts for above-described projects with addresses and phone numbers.

Following the first round of qualifications ranking by a selection committee, up to five firms will be selected for a round of interviews. Interviews are tentatively scheduled for the first week of February. Prospective firms may be asked for additional information in the interviews.


The selected firm must be licensed and registered with the State of Nevada at the time of award.
